§246. Militia: composition and classes
(a) The militia of the United States consists of all able-bodied
males at least     17 years of age and, except as provided in
section 313 of title 32, under 45 Â Â Â Â years of age who are, or
who have made a declaration of intention to become, Â Â Â Â
citizens of the United States and of female citizens of the United
States     who are members of the National Guard.
(b) The classes of the militia areâ
   (1) the organized militia, which consists of the National
Guard and the Naval        Militia; and
   (2) the unorganized militia, which consists of the members of
the militia        who are not members of the National Guard
or the Naval Militia.

§246(b)(2) does *not exist* as any kind of military force, and not
simply as an "effective" military force, but any kind of military
force *at all*. Hartung acknowledges this. He has to, because it
is an indisputable fact.
If Panama managed to get a military force to the U.S. border to
launch an invasion, and if all that stood in their way were a
§246(b)(2) "unorganized militia," the Panamanians would march
*unopposed* to the very northern tip of Maine.
As the founders understood the term "militia," there is no
militia...and there never will be again.
